Promotion structure are clear, however promotion possibilities are minor as it is based on project billable hours. due to several reason, company wasn't able to allocate all the employee to a project, hence less project billable hours.

Speaking as somebody who is on a project and is billable , promotion eligibility is based on billability of an employee. for those who are not on projects, it is virtually impossible for them to be eligible. hiring graduates and not placing them on a project is significantly impacting both their career progression, confidence, and mental health. it is unfortute that this is the case and should be addressed properly within delivery leads.

Clear job moves criteria, centering around time at a certain level of performance (rating). from graduate perspective, will depend on percentage of time spent on client based projects. persol experience has been relatively poor, due to limited client project opportunities.

The requirements for moving up are fairly clear but i have no frame of reference for how hard it is to move up relative to other companies. i imagine that if you work hard and know your stuff moving up shouldn't be too difficult.
